i bought the ticket already and i fly out on the 15th december. i was told i may not be allowed to transit in a schengen country. i checked with the questura in milan, and they told me that there would be no problems, but the italian consul in manila said i will not be allowed. it is quite confusing!

Actually you need to contact the Netherlands embassy regarding this matter.

Of course you're allowed to transfer in Amsterdam (inside the airport) but im not quite sure if you can REMAIN in amsterdam and visit. I believe you need a different visa if you want to visit the Netherlands while in transit. After all, you're not a schengen resident.

Transit is allowed all over the world , in any country , even the most " difficult " . If with transit you mean remaining in the airport internation aerea ( without entering in the country ( amsterdam - holland ) waiting for your connection .
